He was a London solicitor who formed Barnes FC in 1862. He wrote to a popular newspaper called the Bell’s Life about how football should have its own set of rules and regulations which led to a historic meeting at the Freemason’s Tavern. The Football Association was formed in 1863 on a Monday evening.

The clubs that were represented included Barnes, Crusaders, War Office, Forest (Leytonstone), Crystal Palace, Blackheath, No Names (Kilburn), Kensington School, Perceval House, Surbiton, Blackheath Proprietary School, and Charterhouse. After six meetings, the rules and regulations for the organization were put into action. The first-ever soccer game was on the 19th of December, 1863. It was played between Barnes and Richmond at Mortlake.
